SUPPORTING LOCAL DIALOGUE INITIATIVES TO MITIGATE TENSIONS IN DARFUR AND EASTERN SUDAN

This program aims to contribute to the stabilization of two peripheral regions of Sudan, Darfur and Eastern Sudan, by supporting peace efforts initiated by local actors.

To achieve this, Promediation is setting up regular dialogue and a coordination platform in each of these two regions, bringing together key local political, armed, and social actors. Aiming to continue and deepen work initiated under a CDCS program, this coordination seeks to provide a space to initiate discussions and actions aimed at reducing local tensions on the ground, preventing further security deterioration, and discussing and facilitating humanitarian access, in collaboration with involved international actors (such as UN agencies and international NGOs). Finally, this coordination should enable these actors to develop common positions on the conflict in Darfur and Eastern Sudan, and in Sudan more generally, and to feed them into existing international peace initiatives.

In Darfur, Promediation’s action also aims to encourage political and military leaders to reach a shared diagnosis and position on the conflict, oriented towards neutrality and non-involvement. Promediation also offers support for local initiatives and various local actors playing a central role in conflict prevention and management, through strategic workshops combined with training in mediation and negotiation techniques.

In the East, Promediation focuses on conducting a detailed mapping of local affiliations and potential hotspots, in order to anticipate and prevent them. Indeed, the considerable impact of the war on the Sudanese economy, the significant increase in arms smuggling, and the massive influx of internally displaced persons (IDPs) within the region constitute significant destabilizing factors. This mapping will be conducted via multiple consultations, making it possible to precisely assess the situation in the country’s three Eastern states. Promediation’s action also aims to bring together notable figures from the East to foster the emergence of a shared vision for maintaining stability in the East and against the potential spillover effects of the war on intercommunal dynamics.
